In answer to your question about whether you can place a Market Order when using the delayed data, the answer is - yes, this can be done. Just be fully aware of what you are doing and that your data does not represent what is happening in the market at that moment. So when you place a Market Order it will be a price that is different from what is shown in your Sierra chart system.
