From what you show, the Alert should NOT be going off "all the time". So that has us confused. But, for what you want, it sounds like you would really want to use the Last rather than the Entire Bar. That way, when the Last Price touches or crosses the line, the Alert will sound. Try this setup and see if it works more the way you expect.
