moving chart Bars +content anywhere its axis by simply mouse-cli

we use the scroll-bar, mouse-wheel or right-side y-scale to move the Bars about. Is it possible to add an additional parameter, where we just simply click (inside the chart) & move the Bars (entire chart content) in any sweeping direction?
