Is there a way for me to set my own default value for this? It looks like it is currently at 2.000000. If I change it and then adjust the scale settings I have to keep changing it when I go back. If not can this please be added as an option to set the default? Please advise. Thanks.

Any updates on that option? Each time a new chart opens, the upper or lower values are barely visible (using Numbers Bars). Would be great to have a Default Scale Padding % for all charts. Thank you!

But it is chart specific. It is not a global setting.

On the Scale Settings is an item for "Default Padding Percentage". Enter the value you want to have as your default in this field. Refer to the following:
