Yes of course you can use drawing tools on a detached chart.

We are not sure why this is being asked. This should be extremely obvious.

We thought you were asking about using Drawings Tools. So obviously you can access those through the Tools menu and use them. This is why we were puzzled about the question. So we initially misunderstood this. We acknowledge that.

What you are referring to is the ToolBar/Control Bar. Refer to the instructions here to add it to a detached chart:
https://www.sierrachart.com/index.php?page=doc/doc_WindowMenu.html#ControlBar

We want users to refer to the documentation and try to determine the solution or answer to the question as much as possible before relying on support. Being self-sufficient as much as possible is important. This is to the benefit of yourself and the entire user base because the more time we spend on support, the time it takes away from our development.

This is not being critical of any particular user, this is just general information, for everyone.

Initially we misunderstood the question.

Once we understood you were asking about the ToolBar/Control Bar and attaching that to a detached chart, we were happy to provide a link to the documentation for that and the question was perfectly fine.

2 detached charts can each have their own Control Bar. That is not a problem.

Do you want to have one floating control bar and share it between two charts?

We have to check on the development status of this because this is something that we intended support but not quite sure what the status of it is.

We will have an answer on this by the morning.

no i just right clicked on window on top of chart and picked a control bar , very easy this way , the floating one requires to much chart movement as it disappears if used on chart direct behind it , thanks
