You are not running the CLR version of Sierra Chart and that has been discontinued in newer versions.

This is also set to low:

Chart Update Interval: 10 | 2015-10-20 13:37:24

You will have a significant performance consequence to using a setting this low on WINE.

We cannot help with TransAct connection problems on WINE since we do not develop or have any control over the TransAct software.
