Does this mean my ISP is the problem?
Most likely.

Tell your ISP that when your system is connecting to 12.41.48.53 Port 10501, the operating system is saying: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.

Ask them if they are blocking 10501 or that IP 12.41.48.53 .

Make sure you are also not running any firewall software other than the Windows firewall.
