Make sure you do not have a keyboard shortcut set up for Ctrl-V. These are set through Global Settings >> Customize Keyboard Shortcuts. Although that does not seem to be relevant. What you are showing clearly is a problem happening at the operating system level. Is there any reason why SC wouldn't be able to access the data in the Clipboard Cache? Other than what is said above, we do not know the answer to this. You will need to direct this question to Microsoft support.
