There are two steps to setting up the nfty app. The first is setting up the connection to the Chat service, which is what steps 1 through 21 are for. If that is setup properly then you will see the alerts in the app. The rest of the instructions are for setting up actual notifications from the nfty app on your phone. Make sure you have the alerts in the app from the first part. If you do not, then you need to redo that and make sure everything is setup properly for that portion before moving forward.
