Are you working with a Chart or a Trade DOM? The particular item you need ("Chart DOM..." vs "Trade DOM...") depends on what window you are working with. If you have a Trade DOM up and the options for "Trade DOM Recent Bid/Ask Same Price and Side Background Color" is not working as you expect (i.e. you are not seeing any white backgrounds come up) then one of the things we want you to check is that you are changing this on the correct Graphics Settings. On the Trade DOM select "Chart >> Study Settings" and tell us if the option at the top for "Use Global Graphics Settings Instead of These Settings" has a checkmark next to it or not.
