I do see some msgs like the following showing insufficient liquidity sometimes, not particularly during that time. But I dont see why it would affect, as a new position would be opened after closing an existing one. Trading message from IB: Order rejected - reason:The Available Funds in your Commodities segment are insufficient to cover the change in the margin <br>requirements in your Commodities segment should this order execute.
