We are not understanding what you are asking. We assume "TW" refers to the "Trade Window", and if so, then we do not understand how you are making a comparison between the Trade Window and Control Bar Buttons. And we are not understanding what you are trying to state with regards to the Control Bar being inactive. It would help if you would include some images of what you are referencing.
