We think the system is doing what you want, but you need to understand what you are looking at.

If you open a position with a 100C offset for the Target, then when you add to the position and you have "Scale In" enabled, then the "Position Average Price" is changing to be the average of the orders that you have put in. But the Target will not have moved relative to the first order. Therefore, since the Position Average Price has changed, the offset that is shown in the Target is now different from what it was originally, but it is still 100C away from the first order.
