The Chart Selected Tab Color and the Chart Tab Color will not change. They are set to the same color as Chart Tab Control Background Color but do not reflect it and are still an off white.
In the configuration file you gave, all three of these colors are set to 21, 27, 53 (RGB color values). So they are all the same color. So they are all going to look the same.
