Since you have already hit the limit the feature is now no longer available until the next trading day. You can establish a new trading day by setting the "Start of Day" on the Global Profit/Loss Management. You need to have this "new day" established first, then hit the loss limit again and then you will see it acting as you are expecting. The best way to understand the state of the feature is in the text that is displayed for the "Status" on the window. You can also have this displayed on the chart using the "Trading Profit Management Status" study.
