Are you stating that you can not modify any control bar settings? Or that you can not display a Control Bar? Or something else? If you are wanting the Global Settings (colors, control bars, keyboard shortcuts, etc.) to be all the same between instances, then you can copy the "Sierra4.config" file from the instance that is setup as you want it to the other instances. The file is located at the top level of the instance installation.
