You could create your own custom study that could be used in combination with a Keyboard Shortcut or Control Bar Button to create "Attached Target/Stop +/- n Ticks" where you can define the number of ticks, or use Points or whatever works for you. If you are not comfortable coding, then you could hire this out to one of the people on the list of programmers.
