There may not be a problem here and only a misunderstanding. The Chart Values lines are not going to match the system cursor exactly because the vertical line is aligned to a chart bar and the horizontal line is going to be aligned to the Tick Size. The chart values lines do not match the cursor exactly. Most often they are not going to do that.
