This is not really making any sense to us. There is no reason why these items would not be working in some charts and working in others, assuming the settings are the same and things are not locked out. In particular, refer to the following regarding changing the size of a region: Working With Charts: Chart Window and Regions And with regards to the scroll wheel, make sure the scale is not set to "Interactive Scale Locked".
