If the window is attached, then "Trade >> Attach Trade Window" will have a checkmark next to it. Select this option to remove the checkmark and have the window "float". If this is not working, then are you actually working with a Trade Window, or is it a Control Bar? In terms of "blinking" we have no idea. The only thing we can suggest is to change the option for "Global Settings >> Graphics Settings - Global >> Other >> Use OpenGL for Chart Graphics" to the opposite of how you have it and see if that removes the "blinking". The option for "Use OpenGL for Chart Graphics" may not be available if you do not have a graphics card that supports OpenGL.
