There is no reason to uninstall and reinstall. The fact that the system works with your Mobile Hotspot and not with your main Internet connection means there is something in that Internet connection that is causing an issue.

If you have not deleted your Sierra Chart folder, then continue to use that installation of Sierra Chart do not bother with installing another version.

If you have already deleted it, then try to use the Zip installer to install the software. Refer to the following:
