Since this is a Detached window, if you have the option for "Tools >> Tool Settings >> General >> Use Common Drawing Tool for Charts" set to "No", then you have to select the drawing tool you want on the actual chart you are wanting to draw on. If you want to use a Control Bar, then you would need to have that control bar be associated with that detached window (on the detached window select "Window >> Control Bars >> Control Bar n" to have a control bar attached to that chart window.
