The only reasonable thing that we can do, which may, but not necessarily help with this, is using a different ISP for our market data feeds. We are currently using Cogent and we will be adding another ISP (which actually uses multiple providers including Lumen), in about three weeks.

This may or may not help. Perhaps it does help at times, but other times it will not help. Based upon what you are saying, it seems like you still may have a problem at times.

There is a connectivity issue somewhere. And changing the ISP on our side which might alter the path, is not necessarily going to help. Even if we were to set up a server, somewhere in Asia and use a high-quality connection back to the US, you can still have a problem. As a matter of policy we would not do that, because we have no presence of people in that area and cannot properly maintain equipment.
