Update:
None of the tweaks helped, moving to diffrernt SSD did not help.

Noticed: system and SC time gap. Plus Winsock Error 10053 (which appears to be disruption to TCP/IP comms). Fixes =

1. Allowed SC as an exception in Firewall and Windows Security
2. Installed and run Process Lasso optimsing and elevating SC Priorty and affinity (assign 4 P=cores exclusively to SC)
3. Uncheck the "Set Time automatically" Option in W11
4. Force SC to set system time (via Gloabl Settings -> "Set System Time Date from Server"
5. Run MS-CMD as admin. Flush IPCONFIG
6. Reset Winsock
7. Restart system

So far , so good.
