What exactly is not working? Were not able to select the time zone you wanted in the Global Time Zone Settings? If not, what happened?

If you have a particular chart that has not changed to the Global Time Zone setting, then that would be because that chart is set to use a specific time zone and not the Global Time Zone. If you want it to use the Global Time Zone then change the setting for "Chart >> Chart Settings >> Session Time >> Time Zone" to "Use Global Time Zone". Refer to the following:
Chart Settings: Time Zone (List) (Chart >> Chart Settings >> Session Times menu)
