If there are numerous servers down, and a lot of servers available, then they are going to get iterated through and they will all fail with a default 20 seconds timeout that the operating system sets. The basic idea is that we would reduce this timeout. Maybe make it user adjustable. At the very least we could cut it down to 10 seconds.
