Now that we understand what the issue is, we will have a solution to this in the next release. It should be out today. If the pointer is not detected to move the event is ignored. This is how it always has been but we detect this at the pixel level. But there may not be any movement if the Chart Values tool does not move to a new bar or it is not changing a price level according to the Tick Size.
