There can be multiple orders that occur within a single millisecond, and we do not keep track of the time any better than the millisecond. So you need to determine at what level you want to test for the time. To do what you want, you would need to have a 1 Trade chart and then find the trade at the time you want. Another option, if you are only wanting the data to specific Minute, would be to use a 1 minute chart and then look at the Open for the bar at that time.
