This is very confusing, as the Pointer is its own tool. Therefore when the Pointer is selected, the Hand tool is not, so the Hand tool should not be available when Pointer is selected. In the chart in which you have the Hand showing, but the Pointer selected, if you left click and drag, does the chart move (i.e. is the Hand tool actually active)? Also, we are curious how the setting for "Tools >> Tool Settings >> General >> Use Common Drawing Tool For Charts" is set for your system.
