Are you able to scroll the chart using the Scroll Wheel of your pointer, or by dragging the slider bar at the bottom, or by using the left/right arrow keys? If none of the above work as well, then the implication is that all the data that is loaded for that chart is already displayed, therefore there is nowhere to scroll to.
