You can use IQFeed for data (e.g. symbols MFCZ23 for CAC40 futures, LFZ23 for FTSE100 futures), and separately, execution through your broker (find a broker that supports them; IBKR almost surely does, others you'll have to ask the broker directly. For data, you rarely want to use IBKR (Interactive Brokers) for data, since it is pulsed (only every 100ms or 250ms, and missing lots of trades). DTN/IQFeed data is very high quality data (but not a broker you can execute through), but measure to see if their latency meets your needs since they will likely ship data to Chicago before coming back to you, which could mean a ~ 200 msec extra latency if you are trying to trade from Europe. You are probably not latency sensitive, but worth mentioning.
