We really are not understanding. It sounds like you are asking about scaling relative to drawings. The scale does not take into account drawings when determining the scale height. It uses the bars and any studies that are set to "Automatic" scaling. So any drawings that are above the highest bar or below the lowest bar may not be drawn within the visible space. If it is something else, then please give us more information on what exactly you are asking about. We just are not sure from the images what you are referring to.
