You are on Package 10, therefore you do not have access to the TPO study.

You would need to change to Package 11 to be able to do this. Refer to the information for the packages at the following link:

You can change your package at any time. To change your package, go to the "Activate Services" page and in the section for "Choose Service Package and Time Period for Usage Time, or "Disabled":" select the package you want to change to from the pulldown to the left, then select the "Update/Set" button. When you change your package, your Usage Time adjusts based on the difference in the package pricing. Therefore, if you change a more expensive package, your Usage Time will go down, and vice versa.
