No, it does not mean this. It means that the historical Intraday data which is downloaded at the time of connection to the trading server will be delayed 10 minutes meaning that the last 10 minutes of data is missing. After that, real-time bars will begin to display as trading occurs. Something you can do is that after 10 minutes you can right-click on the chart before the missing bars, from the 10 minute delay, and select Delete and Download Data.
