I am currently on 2097 version and this is not happening to me either in market replay or live. I also checked and I have ATG and ATC buttons set in control bar 2 just like I show in the attached screenshot. This is SC delivered functionality so are you using this in your platform? Another possibility could be related to your custom study using "ACS Control Bar# for enable/disable set to custom control bar button", Please confirm and if you do have such a study, just set the button number in your study to some large number like 999 to avoid any possible internal conflict.
