If you have tried changing the color of the crosshairs under "Global Settings >> Graphics Settings" and it did not change, then this implies that the chart is setup for Chart Specific Graphics Settings. In which case, you need to select Chart >> Graphics Settings - Chart and change the color of the crosshairs there.
