Offhand, the one thing we would say to try is to enable the option for Reset Alert Condition on New Bar. Keep in mind that a condition has to be False and then go to True to activate. It does look like this should be the case, but unless you have a specific reason not to use this option, try this first. If that does not work, then you would need to use the logging option to see what occurred. Enable the option for Log Evaluated Formula at Each Evaluation and take a look at your Alert Manager to see what is occurring.
