You need to request trading/market data permissions for the German exchanges from IB. Usually takes 1 to 2 days once you request permissions. Easiest way to do this would be to contact IB support. If you want real time data for the DAX40 Index, you will need to subscribe to the German ETFs and Indexes data feed.
