You have the Scale set to Automatic. As such, it just depends on the number of levels that are available to be displayed at any given time. When there are fewer levels, the system spreads the data out a bit more, and vice versa. The other option is to use a Constant Range scaling, but then you may find that the data goes off the top or bottom of the screen when you have a lot of information. The Numbers Bars are just tough to scale given how much information there can be and how the information changes.
