We have never known there to be a problem like this. Window >> Reset Windows is all you would need to do. And then you have to open it with Chart >> Replay Chart >> Replay Chart (Control Panel)

The only thing we can think of is you can go back to an older configuration file at a time when you could see the Replay Control panel:
