If the main instance is really running, we would recommend exiting from all of the sub instances and starting them again through File >> New Instance.

The other possibility is that a firewall on your computer is blocking the connection from the sub instance.

The other possibility is that this port number is not a good port number to be using:
65511

That is not the port that is normally used for the DTC server. This is controlled through Global Settings >> Sierra Chart Server Settings >> DTC Protocol.
