No it is not a server-side issue. This has to do with the amount of data to download, the operating system, and the speed of the connection between your computer and the server. This is the problem!: Running on Linux Manjaro under Wine (ultra fast perfomance always).
We have heard from other users, about this problem when using Wine. Network socket performance is not good at the operating system level for unknown reasons.
