You need to understand what you are viewing. The blue line (Fisher Transform Offset) is the same data as the red line (Fisher Transform) only offset by 1 bar. So yes, it is normal that these lines would cross like they do. Refer to the information for the Fisher Transform at the following link (in particular, the last paragraph in the description):

If you do not want to see the offset then turn that subgraph off by setting the Draw Type to Ignore. Refer to the following:
