We made a change a few months ago, such that you need to be on one of the Integrated Packages (packages 10, 11, and 12) in order to be able to make an external connection. We did not force this at a singular time, but rather when you would renew your service. There have been notices about this in the Support Board and the system messages you receive when you start your software.

Nonetheless, we have taken care of this for the next 60 days for your account by giving you an evaluation of Package 12. So you do not need to change anything at this time. Just remember to change to one of the Integrated Packages before the 60 days ends. Most likely you will want to go to package 10, which is the same as Package 3 you have now, but allows for the external connectivity.
