To actually draw a rectangle would require programming a custom study to read the cells with the information you want and then draw the rectangle. But, you can cheat this (somewhat), by using 2 columns in the Spreadsheet Study and having them have the upper and lower values of the rectangle you want when they are true (using an IF statement) and then setting those subgraphs to use a Fill option. This will then color in the area between the values.
