Most likely you have a "Pop-Up Blocker" blocking the window that is trying to come up for you to continue to the PayPal website. Check the right of your URL line after you click on the orange PayPal button to see if there is any indication of a blocked window. Another possibility is that you need to accept cookies to have the PayPal window appear.
