The first thing is to look at the Orders and Fills in the Trade Activity Log. You should see the Order for the Step Trailing Stop to move and then if there was an issue it should give you some idea of what that was. The pertinent information will be in the "OrderActionSource" column. You can also look in your "Trade >> Trade Service Log" and see if there was some reason for a rejection. We are a bit confused about the Sell Ask order your are referencing. Where does this come into play? It sounds like the main question is why the Step Trailing Stop was not moving. Additionally, you selected the Flatten button, so neither the Stop Loss or Take Profit orders would come into play.
