What you are stating makes sense. The scale of the chart goes from +3.00% to -1.00%. As such, if you change one of the lines to have values outside of this range, then the scale is going to adjust in order to fit those new values in it.

On the other hand, if the values with the multiplier are what you need, then it may be more correct to have the scale showing in that way, as that is what the data really is.
