No this is definitely not the case: The most likely cause suggested by SC is the windows firewall.
A firewall will prevent a connection. Not cause random disconnections. You are definitely losing the connection too many times in a day. There is a connectivity problem somewhere to cause so many disconnections with a low bandwidth connection like this. Can you tell me the location of Sierra's Charts server that I'm connecting to? We want to locate my VPS close to your server to avoid this issue. Thanks. It is located in the Aurora DC3 data center with Zayo as the ISP. We also have backup ISPs in CH1.
