Assuming that you are doing manual trading only - that is you are not running any automated trading processes, then the Chart Update Interval does have a relationship to the screen refresh rate, as it is about how quickly the human eye can process the changes. The human eye works at a refresh rate of about 60 Hz, which is part of the reason why the refresh rate for televisions was set as it was. Keep in mind that 60Hz means that there is an update 60 times per second or at an interval of .01667 seconds, which is 16.67 milliseconds. Therefore setting the refresh to anything faster than 16 milliseconds does not gain anything for visual purposes. The lowest you can set the refresh rate is 10 milliseconds. This is the long way to say that getting a faster monitor will not help.
